AIR COMMODORE RALPH REGINALD AYISA (Rtd) ESQ.

Air Commodore Ralph Reginald Ayisa (Rtd.) is a retired Air Force General and seasoned legal practitioner with over 19 years of experience in legal service at the highest levels of military, governmental, and international operations. He has extensive expertise in military law, commercial and corporate law, aviation law, international contracting, dispute resolution, procurement, and strategic governance.

He previously served as Director of Legal Affairs at the Ghana Air Force from 2011 to 2020, where he had overall responsibility for managing and supervising all legal matters of the Air Force and providing strategic legal advisory services across the Ghana Armed Forces. His work included advising senior command on operational and disciplinary matters, leading and negotiating high-value contracts, managing contentious matters, and representing personnel before civil and military courts.

At the international level, Air Commodore Ayisa served with the United Nations Mission in Liberia as Force Legal Advisor. In that role, he advised mission leadership on compliance with United Nations mandates, international humanitarian law, rules of engagement, and operational legal frameworks, supporting the lawful execution of multinational peacekeeping operations.

His practice includes advising on complex international contracts and negotiations involving the United Nations, defence and aviation contractors, and other strategic partners in relation to aviation and logistics support operations across West Africa. He has also provided legal advisory services on major defence and aviation procurement transactions, including aircraft acquisitions and fleet support arrangements to the Ghana Air Force.

Air Commodore Ayisa has significant governance experience, having served as a Board Member of the Ghana Airports Company Limited, where he contributed to corporate governance, regulatory compliance, and strategic oversight within the civil aviation sector.

He holds a Master of Laws (LLM) in Commercial and Corporate Law, a Postgraduate Diploma in Law, and is professionally qualified from the Ghana School of Law. He further holds a Bachelor of Science degree in Development Planning and a Diploma in Supply.

Air Commodore Ayisa is widely regarded for his depth of experience in advising government institutions, multinational organisations, and corporate clients on sensitive, high-value, and high-risk legal matters involving public law, international operations, and complex regulatory environments.
