Kwame Bona Siriboe is a highly respected lawyer, entrepreneur, and public sector leader with over 38 years of successful business/legal experience and more than 14 years of senior-level public service within Ghana’s energy sector. He is widely recognized for his deep expertise in Energy Law, Petroleum regulation, Corporate governance, Contract negotiation, and Business development.

He is the founder/ lead Consultant of Diligentia Consult Pruc, established in 2022, where he provides strategic legal, regulatory, and commercial advisory services, particularly in the energy, oil and gas, and natural resources sectors. His work spans contract negotiation, due diligence, compliance, joint ventures, renewable energy projects, and government relations.

He is also the Chief Executive Officer of Diligentia Ghana Ltd which was incorporated in 2007 and has successfully executed projects in partnership with international companies in Ghana and oversees. Diligentia Ghana Ltd provides tailor-made solutions customized to clients’ needs. It focuses on serving customers with global sourcing of procurement and logistics requirements by creating value through innovative end to end international logistics programs.

Kwame Bona Siriboe is the Chief Executive Officer of Janus Ltd, Pertoc Ltd & Evergreen West Ltd, a diversified business group he has successfully built and managed since 1988. The group operates across multiple sectors, including real estate, construction, hospitality, logistics, wood processing, ironmongery and architectural fittings and general supply chain services, with operations in Takoradi, Kumasi, and Accra.

A seasoned entrepreneur, Kwame Bona Siriboe is known for his ability to identify opportunities, structure sustainable businesses, and grow enterprises over the long term.

He has 14 years’ experience working in the public sector and has served in many Senior/Managerial roles. These includes Manager, Compliance; Head of Permitting and Licensing; Manager, Legal and Compliance; Acting General Counsel; and General Counsel. As a core member of the Petroleum Commission’s leadership team, he provided legal and strategic advice on major upstream petroleum transactions, licensing regimes, regulatory compliance, and institutional risk.

He played a leading role in the drafting, review, and implementation of Ghana’s upstream petroleum legal and regulatory framework, including:

• Petroleum (Exploration and Production) Act, 2016 (Act 919)
• Petroleum (Local Content and Local Participation) Regulations, 2013 (L.I. 2204)
• Petroleum Commission (Fees and Charges) Regulations, 2015 (L.I. 2221)
• Petroleum (Exploration and Production) (Measurement) Regulations, 2016 (L.I. 2246)
• Petroleum (Exploration and Production) (Health, Safety and Environment) Regulations, 2017 (L.I. 2258)
• Petroleum (Exploration and Production) (Data Management) Regulations, 2017 (L.I. 2257)
• Petroleum (Exploration and Production) (General) Regulations, 2018 (L.I. 2359), as amended
• Guidelines for the formation of Joint Venture companies in the upstream petroleum industry

He also supervised licensing and permitting processes, enforced regulatory sanctions, and led compliance monitoring to ensure industry adherence to statutory and policy requirements.

At the Ministry of Energy and Petroleum, Kwame Bona Siriboe served as Legal Counsel, Deputy Director (Petroleum) / Head of Downstream, and later Director of Downstream Petroleum. In these roles, he was responsible for policy oversight of major downstream energy institutions, including the National Petroleum Authority (NPA), Tema Oil Refinery (TOR), BOST, Ghana Gas, and the Ghana Cylinder Manufacturing Company.

He chaired and served on several national committees, including:

• Chairman, National LPG Implementation Task Force
• Chairman, Petroleum Price Deregulation Committee
• Team Leader, drafting of Cabinet Paper on the National LPG Promotion Policy
• Member/Secretary, Presidential Task Force on TOR Restructuring
• Member, NPA Complaints Settlement Committee

He also represented the Government of Ghana on high-level negotiation teams for major petroleum and power projects, including petroleum agreements, refinery restructuring, and power generation expansions.

He has served as a Non-Executive Director (Board Member) on several strategic boards. At Tema Oil Refinery Limited (TOR), he chaired the Legal Committee of the Board and played a key role in negotiating debt restructuring arrangements and the transfer of offshore mooring facilities valued at over US$100 million to the Government of Ghana at no cost.

He also served on the board of Trust Logistics Limited (a SSNIT subsidiary), where he advised on fleet expansion, and procurement of new trucks, cost management, market entry strategies, and business diversification. Additionally, he has served on tender, technical, legal, human resource, and pension trust board committees.

A skilled negotiator with strong commercial insight, Kwame Bona Siriboe continues to pursue consultancy and investment opportunities across the energy value chain, including renewable energy, gas and LPG projects, power generation, and upstream and downstream petroleum services. He is also open to strategic investments in start-ups and emerging businesses across other sectors of the economy.
